Saint Paul's Community First Public Safety Response to the Unsheltered

Even though the number of people living on the street, in parks, or in the skyways is a fraction of the number of people who live in shelters, they are the most visible aspect of homelessness in St. Paul, and therefore play a strong role in our perceptions of the city. By focusing on the needs of those experiencing homelessness in St. Paul’s open spaces, we not only protect their human rights and dignity, but we also improve those spaces for all who live, work, and recreate in St. Paul.

The Homeless Assistance Response Team, or HART, emerged as part of a City-wide commitment to engage the full spectrum of caring resources in our community to focus on our unsheltered residents.

The Saint Paul Police Department’s Community Outreach and Stabilization (COAST) Unit works with people in Saint Paul who are dealing with serious and persistent mental health issues or substance abuse crises, which often includes members of the unsheltered community. The COAST team pairs specially trained police officers with social workers, who work individually with people who need help and support to get better and live safely in our communities.

Listening House is a daytime shelter for people experiencing poverty, homelessness, and loneliness. As this need has grown, Listening House is growing with it. They recently purchased the former Red’s Savoy Pizza building to better serve their guests and the surrounding community.
